Investigations
Criminal Investigation and Technology are part of the Support Services Division. Currently a Corporal is in charge of the investigations, however all Officers must assist as needed to resolve any case or cases under investigation. This position and that of some of the technology personnel are funded through the Special Law Enforcement Trust Fund. The office of the CPD Investigator is located in the Colby Police Department Training Center. Crimes against persons include those of homicide, assault, battery, robbery, sexual assault, child abuse and other related crimes. Crimes against property include burglary, auto theft, felony thefts, vehicle break-ins, and economic crimes: Identity theft, forgery, fraud, and other related crimes.
Communications
The Colby Police Department Communications Center is usually the first point of contact for citizens needing police, fire, or medical services through 9-1-1 or non-emergency telephone lines. The Colby PD Communications Center is also contracted with Thomas County to provide their communications. After hour phone lines for the City and some of those for the County are handled through the communications center. The Center is manned 24 hours per day, 7 days per week. Once hired, Communications Officers are trained in-house. This includes training on the State computer, in-house computer, phones (including TDD Teletype Device for hearing-impaired or speech-impaired individuals), and radio communications.
After working for some time, Communications Officers are NCIC trained and tested and may be certified in Emergency Medical Dispatching. Currently there are 5 Communications Officers including the Chief Communications Officer.
Police Records
The Police Records is the central repository of our criminal justice records and incident reports. Duties include the following tasks and responsibilities:
- Maintains security, credibility and accountability of all police cases and reports.
- Provide police records to citizens, insurance companies, and other government agencies in accordance with all applicable federal and state laws.
- Enter statistical crime information through the Kansas Bureau of Investigation and the National Incident Based Reporting System as mandated.
- Archive police records in accordance with all applicable state statues in regard to the retention, destruction, and preservation of public records.
- Forwards case and accident reports to the Colby Municipal Court and Thomas County District Court for prosecution.
- Assist with the CPD Impound Facility with the day to day operations
- Assist with the scheduling and training at the Colby Police Department Training Center.
